Simply sign up and create a proposal story. After you have completed writing your story select "Published to Public" , and your story is automatically entered.
For our existing members who have already published their stories to the public, your proposal story is already entered. If you are an existing member and have your story's published status set to "Unpublished", "Secret" or "Published to Friends" you are NOT currently entered in the "Top Proposal Story Contest" and must set your story to "Published to Public" to be eligible.
